Can NFL tickets be Emailed?

I have been trying to buy Falcon's tickets on ebay, for my boyfriends birthday. I finally won some, but there us a problem. In the shipping part, it says free shipping. I didn't realize that in the item description it said for local pick up only. The person is in Albany GA and I am in Atlanta. Someone else previously asked the seller if they would mail the tickets and he said he would email them. Could this be legit. I am very concerned.
