Is my dog fighting or playing?

ok so theres my dog ruby a wire fox terrier and a schnoodle named sadie. so ruby is bigger and more stocky then sadie. when ruby sees sadie she pulls and goes nutso. when she gets to"play with" saidie she leaps on her and tussels her. also,sadie seems slightly afraid of ruby.
