What do I do if a federal government agency refuse to explain the procedure for its licensing procedure?

I am a new independent pharmacy owner. I am currently apply for a DEA registration to dispense controlled substances. There has been 8 weeks now since I submit my online application to DEA, they still can not give me a straight answer why it take so long. It only give out an answer of application still Pending to be approve. When I ask them the procedures on the approval of the application, they can't explain to me and even the time frame of the approval. I try to contact our house of representatives of this district, and our president. They wasn't even ask to us. We are in a situation of desperation. Can anybody help us to navigate the route on how do we obtain the reason why does DEA operate in such secrecy on a legitimate business.
