Does the AFL Commission look at the whole character of a person?

when making judgements on who is to be inducted into their Hall of Fame, ie whether the former player is now drug-taking, has a gambling or other addiction (ie alcohol) or has been during his career? I think it's a pity that if it doesn't happen, it should.
